The president of the Porto Metropolitan Council (PMC), Pedro Duarte, considers the exemption of tolls for heavy goods vehicles (HGV) on CREP/A41 to be a “very positive measure” for mobility in the municipalities that make up the Porto Metropolitan Area (AMP).
For Pedro Duarte, the measure, which comes into force this Wednesday, was only possible thanks to the “proactive collaboration between the Porto Metropolitan Area and the Government”. That is why the president of the CMP believes that the region should be proud “to see something being done to resolve the chaos on the Internal Ring Road (VCI)” after “years of stagnation”.
The toll exemption on the CREP is part of a package of measures proposed in 2020 by a working group composed of the Government, Infraestruturas de Portugal and the AMP.
In April 2025, it was included by the Minister of Infrastructure in the VCI decongestion plan presented by Miguel Pinto Luz to the Porto Metropolitan Council.
The toll exemption on the A41/CREP (Porto Regional Outer Ring Road) is provided for in the 2026 State Budget. It applies to HGV classes 3 and 4 of the toll tariff system. It has retroactive effect from 1 January.
