Heavy goods vehicles (HGV) will no longer pay tolls on the Porto Regional Outer Ring Road (CREP – A41) as of Wednesday, 25 February. The measure, which will have retroactive effect from January, was announced by the Minister of Infrastructure and Housing, Miguel Pinto Luz, at a meeting in November 2025 with the Porto Metropolitan Council, chaired by Pedro Duarte.


The exemption is included in the State Budget for 2026 and aims to reduce operating costs in the transport sector, encouraging heavy traffic to be diverted from the Internal Ring Road (VCI) to the outer ring road. It applies to all class 3 and 4 vehicles in the toll system (trucks and vehicles with trailers) and covers the entire A41/CREP, which connects Matosinhos to Vila Nova de Gaia over a distance of 57 kilometres.


The exemption is estimated to have a financial impact on public accounts of €10 million per year and will allow transport companies to save between €50 and €80 per vehicle per day, representing a 5 to 7% reduction in total operating costs.


The measure had already been announced by the Minister of Infrastructure, Miguel Pinto Luz, in April 2025, as part of the VCI decongestion plan presented to the Porto Metropolitan Council. For Pedro Duarte, the region should “be proud to see something being done to resolve the chaos on the VCI” after “years of stagnation”.
