
The Porto Metropolitan Area (AMP) has been consolidating a robust and participatory strategy in the area of Youth, with emphasis on the creation of consultative structures, identification of priority challenges and establishment of strategic partnerships.
The GEMJ is an AMP advisory structure, created by the Metropolitan Council, with technical autonomy and a mission to support the definition of intermunicipal youth policies. It comprises 34 young people (two per municipality) and operates in the areas of education, health, social action and other cross-cutting areas. In June 2024, it was officially established and has already participated in processes such as the consultation on the National Strategy to Combat Poverty. Its priority areas are: Social Action, Mobility and Retention of Young People in the Territory.
Youth Challenges in the AMP
The AMP recognises urgent challenges such as:
- Access to decent and valued employment.
- Affordable housing.
- Mental health and social inclusion.
- Sustainable mobility.
- Reduction of territorial asymmetries.
Young people are seen as essential human capital for metropolitan development.
Strategic Partnerships
The AMP has been promoting synergies with youth representative bodies, such as:
- FAP, FAJDA, FAJDP, CNJ, IPDJ.
- ANJE and APP Juventude.
- Youth Foundation and Erasmus+ Agency.
Featured Projects
- EU Youth Dialogue – ANJE Europa: Erasmus+ project with decentralised sessions in Arouca and Maia, which resulted in a Letter of Recommendations on Youth Policy and Entrepreneurship.
- Tomorrow Summit (FAP): The 2022 and 2023 editions involved around 1,600 young people in training activities and bringing them closer to academia and the labour market.
- Partnership with Quaternaire: Consultation process on employability and vocational guidance, with focus groups in Gondomar, Vila do Conde and Oliveira de Azeméis.
The AMP continues to invest in building a strong, participatory youth ecosystem that is aligned with the challenges of the territory.
