The Council of Councillors is established by the Porto Metropolitan Council. At present there are councils of councillors established for the following areas:

• Social Action

• Environment

• Culture

• Sports

• Education

• Housing

• Youth

• Mobility

• Strategic planning

• Civil protection

• Health

• Tourism

These are more operational structures, with enough autonomy to propose and supervise the coordination of intermunicipal projects and other projects of general interest in the region.
