The Porto Metropolitan Area’s Supramunicipal Platform (PSAMP) is meant to enhance strategic articulation, concertation and cooperation between public and private entities with intervention in the field of social inclusion and social development of the metropolitan territory.

The PSAMP plays a central role in the coordination of social policies at metropolitan level, promoting the coherence, complementarity and effectiveness of the social responses developed in the 17 municipalities of the Porto Metropolitan Area.

Composition

The PSAMP is composed of representatives of entities with relevant intervention in the social, economic and institutional areas, namely:

• Representatives of the County Social Security Centres from the respective territorial areas.

• Heads of the relevant entities and services of the Public Administration operating in the territory.

• Presidents of the Local Social Action Councils (CLAS) from the 17 municipalities of the Porto Metropolitan Area.

• Representatives of Private Institutions of Social Solidarity (IPSS), Non-Governmental Organizations, as well as national business and trade union associations with delegations in the AMP’s territories.

This composition ensures an integrated, participatory and multisectoral approach to the social problems of the metropolitan area.

Competences

As part of its activities, the PSAMP is responsible for:

• Discussing strategies for the implementation of the Inclusion National Action Plan (PNAI) in the Porto Metropolitan Area.

• Ensuring the harmonisation and articulation of the social initiatives developed by the different municipal partnerships.

• Promoting sectoral thematic meetings, with a view to deepening knowledge and analysing the social problems of the territory, integrating the gender dimension.

• Analysing, promoting the resolution or referring to the national level the problems presented by the different CLAS of the platform, carrying through the principle of subsidiarity.

• Promoting the circulation of relevant information among the entities that make up the CLAS of the Porto Metropolitan Area.

The first meeting of thePorto Metropolitan Area’s Supramunicipal Platform took place on 9 April 2025, marking the formal start of this metropolitan cooperation space in the field of social cohesion.
